The sourcebook was prepared in 2008 by the World Bank Institute, with support from the Cities Alliance and UN-HABITAT.

Accompanying discs contain the actual sourcebook, while the book is a primer to the sourcebook. The discs have identical content, but one uses PowerPoint and the other uses Flash.
